Strange spider web

Does any one know the name of the spider
which weaves this unusual spider web ?

Note that the web is dense at the centre,
sparse at the middle rings,
then dense again at the outer rings.

Quite unusual.

Beautiful St Andrew's Cross spider

No one quite understands why these
St Andrew's Cross spiders weave a big X of
white thick ribbons (Stabilimentum) on their webs.
